Submit this letter to Greensville County to express your concerns with the upcoming County Zoning Ordinance Hearing.

I am writing to advise you that we do not support the proposed Zoning Ordinance amendments to Article 24, being considered at the August 8, 2023 meeting. We also do not support proceeding with Zoning Ordinance amendments without appropriate prior notice and publication of the specific language being considered.

We support the Planning Director’s June 13, 2023 proposed Zoning Ordinance amendments which sought to clarify the historical interpretation of the size of solar facilities, the minimum distance between approved solar projects, and the method to calculate both of these defined terms.

We support Rosalind Solar project’s pending application before the Planning Commission that it is in substantial accord with the Comprehensive Plan. Not all solar projects are good for Greensville County but Rosalind Solar is a good solar project and is good for Greensville County. Rosalind Solar project deserves your support. Please review it fairly and vote in favor.

We support consistent and fair application of the Zoning Ordinance to all projects including the Rosalind Solar project. To change the Zoning Ordinance interpretations now would not only “move the goal post” but unfairly harm your citizens. We rely upon orderly amendment of the Zoning Ordinance and consistent interpretation.  The Planning Commission needs to follow an orderly amendment process clearly setting forth proposed language and reviewing amended language for unintended consequences. We are concerned that not only is there not ample publication of the precise zoning amendment language but there has been no quantification of the resulting impact from the Zoning Ordinance amendment from reduced solar real estate taxes.

We urge you not to approve the proposed August 8th Zoning Ordinance amendment.
